House Budget Update
The House Budget Committee finalized their work on the FY27 budget and passed out their committee substitute budget bills late last night.
Related to home care providers, the Committee substitute budget bills do not include any provider rate cuts or increases for HCBS (HB2010) or Home Health (HB2011). The Committee Substitute for HB2010 does still include the Governor’s proposal of a core reduction of the Independent Living Waiver - Personal Care by establishing a cap of 49 hours per week beyond the 60% cost cap. This is a cut of $430,879 in General Revenue funds and $784,404 Federal Funds for a total cut of $1,215,283. Also still included is a core reduction in the Consumer Directed Services Aged and Disabled Waiver - Respite Care by establishing a cap of 49 hours per week. This is a cut of $248,938 in General Revenue funds and $453,186 in Federal Funds for a total reduction of $702,124.
The Committee substitute (HB2010) also reversed the Governor’s proposed $80.7 million cuts to developmental disability services in the Department of Mental Health’s budget.
Next week is legislative Spring Break. The FY27 appropriation bills will be heard on the House floor once legislators return from break.
As a reminder, once the House passes its final version of the budget, the bills will then move to the Senate Appropriations Committee to begin their work.
